SurvCE and Trimble VRS

We have a Trimble 5700 and are using a Carlson Explorer with SurvCE and
would like to connect to ODOT's (Trimble) VRS but don't want to have to
purchase a TSCe or TSC2. Is anyone here connecting to a Trimble VRS with
non Trimble equipment? I have heard that Topcon and Leica units can connect
to ODOT's VRS. Does Carlson have any procedures for this? What type of
cell modem can be used?
