I just got a new gps but i can't connnect to my base or rover is that some thing extra to buy (driver)

You can check SurvCE to see if you have the GPS portion of the program activated by going to the "About SurvCE" screen. In version 2.09 it is on the "Equip" tab at the lower right. You will see the version number and Copyright info, below that is a list of available program modules. If it shows "GPS: OFF" then you would have to contact your dealer and buy a registration code to actavate the GPS. If it is ON then perhaps something in your setup is not correct.
