In Intellicad 8 double clicking a block initiated the REFEDIT command but in Intellicad 9 that has been replaced with BEDIT. I was hoping I could revert this change in the CUI but there does not seem to be a definition for blocks. If anyone has discovered where this setting is hidden away it would be greatly appreciated.

I also tried with the CUI, likely same approach you tried: adding an entry to the ICAD | Double-Click Actions for Insert:
Command name = ^C^C^C_REFEDIT
DXF Name = INSERT

No luck.
