Translate points

When translating points with output to new point numbers the dialog box asks
what value to add to the point numbers.

1. Couldn't it just asked what point number to start numbering at rather
than having to calculate the number where we want to start?
2. Point numbers are automatically overwritten if the value added to the
point number hits an existing point. I think that it should tell me that
I've chosen an existing point and offer me the next available number.

I've mentioned this once before, but it would be nice for the prompts to
offer me the next available number higher than the one I've chosen when I've
selected a point that already exists, rather than offering the next highest
number after the highest number. (EX. existing points are 100-200, 500-600;
I want to locate a new point and accidently call it point 199; I would like
to see it offer the next highest number as 201, rather than 601)
