As far as I recall, the CL file and all centerline routines that deal
with
polylines
ask for the beginning station of the run in question.
So, I believe the answer to your first question is "yes".
What routine are you using that you believe you are "missing the
command"?
Perhaps that will help direct you in the right direction for a solution.
