need HELP coverting coordinate system on drawing!!

Hello all,

I am working on creating a DTM for grade control for a client of ours. It
turns out that the original engineer used INCHES as units instead of FEET.
This is causing major problems mainly b/c the coordinate system is 12 times
too large (ie, coordinates for this job are N 23 Million and E 75 Million,
clearly not in North America!)

Anyway, I've tried to use the SCALE command and scaled the job 1/12, but it
is also scaling the elevations. I've tried using the ALIGN command, but am
finding the same problem.

Is there a way to scale the drawing to 1/12 while keeping the elevations in
tact?

Any possible solutions would be great. Please be as detailed as possible in
any responses!

Insert the drawing using 1/12 for X and Y scales, and 1 for Z scale.
