I COPY the arc to my layer for 3d work (I wish to retain the original true
arc).
Then, 2D to 3D by starting and ending elevation (or other 2d-3d routine).
These routines perform something similar to "Remove polyline arcs" from
the
edit menu.... the arc is chorded.

Edit - Polyline utilities - Remove polyline arcs to create an arc with small
chords, then make it 3D.
