Is there a command similar to Civil 3D "Zoom to point"

Yep, under the View menu, Zoom Point
or type in zoompnt at the command line & follow the prompts.
You have to play with the magnification scale for a little to get a feel for it.

Or type "I" for inverse, enter the point number, and watch where the cursor drags from...
