After surveying and beginning drafting work, we must rotate and translate points onto the drawn plan. Usually I create a block of the points so I can screw around with it to see how to best fit them onto my plan - SIDE QUESTION: Is there anyway to create a block and NOT have it delete from the screen? I type "block", select my points, specify the save path, and then they are deleted. I have to reimport.

After finding best fit for points, I would translate then rotate to fit them. When using the "Align" command, do the points get scaled to fit? I would assume not but just wanted to check.

Try hitting undo. Everything returns and you still have your block.
