Rubber Sheet Images to Linework

I have had 2016 on my computer for about a week now and have been searching to find a command for rubber sheeting a .jpg to my CAD drawing information. I am coming up with "Attach Image/Document to Entity", but this does not seem to offer a rubber sheet command. I assumed by now this command would be a part of the program.
Is there any program that has the rubber sheet command?
If it is not hidden away somewhere in OEM 2016, does anyone know of a lisp routine with easy instructions for rubber sheeting?
