Yes, the data could be stored in a drawing dictionary. It is stored in
a
block because of historical reasons. SurvCADD goes back to AutoCAD R10
and
dictionaries were not around until R13c4 (I think that is the
release).
Anyway, this is something that could be changed in the future, but
most
people don't care or even want to know how a drawing "remembers" the
Horiz.
Scale, etc., so it's not a top priority.

I'm mostly ignorant of real Acad programming, but have dabbled in it
for
some
minor routines. Is there no way to store these settings in a user
defined
dictionary dictionary? The block method is simple, but seems very
vulnerable.
It's a pain to avoid during purges for example.
