cgsurvey_icadroot variable

Does anyone know how to set the cgsurvey_icadroot variable? I have set up a
new station for downloads and have the station setup on the network as a
'user'. The program works fine while logged in as 'admin..' It is only
while I am logged in as user that I have this problem.
