Corrupted Files - .shx substitute - Big Files - Slow

Please help find a solution for this issue.

As an example of the problem we are running into from almost every client that sends us drawings these days, the following are four files show significant file size differences, yet very little difference inside each drawing.

15055 PAD ELEVATION EXHIBIT.dwg
Most corrupted due to WBLOCK command out of client drawing, and INSERT command into working drawing.
This file will no longer open for me.

15055 Pad Verification Exhibit 6-16-15.dwg
Corrupted due to WBLOCK command out of client drawing, and INSERT command into working drawing.
This file takes a very long time to load, very difficult to use commands, and eventually will crash and end up like the one above.

Filtered through a third party CAD software that we use in the office (found this solution a couple days ago).
This will work fast, load fast, and has the same amount of WANTED data inside it as the others.

This file takes a little longer to load, some commands lag too much, and is at the very beginning stages of the corruption. In anything else in imported it will get bigger. It was impossible for me to fix a file like this until a couple days ago. Even still it takes some time and thought to fix it correctly through the third party software.

Following are problems when file size is too big as a result of importing data from clients:

1) On Open (takes 10x more time opening the file…crashes when too corrupted)
2) CGMngmt>Point Manager (not seeing this problem in this file)
3) CGDraw>Drawing Settings (not seeing this problem in this file)
4) There is approximately 100 or more text styles and line-styles that make it difficult to open “Properties” and even find the style that you need for any given element. Seems to be storing entire style libraries within the drawing….didn’t know that was possible.
5) Simply selecting an element can take a long time…especially with text.
6) Also have it crash when using random command and with it thinking too much. The higher the file size the more unmanageable it becomes. The file size get bigger when you import from any client drawing these days. The more times you import the larger they become.
7) On open the drawing tries to substitute many .shx files for another.
