what is the best way to balance material for a road design?

is there any automatic way?

One approach could be to use RoadNet and SiteNet found in Carlson Civil 2008:
  1. In RoadNet --> Settings --> Output Options, enable the Draw Subgrade Polylines toggle and note the subsequent Subgrade Polyline layer.
  2. Process the Road Network.
  3. In SiteNet use the Set Layer Target --> Set Layer for Design and select one of the Subgrade Polyline entities.
  4. Issue the Set Layer for Existing command to specify the layer(s) of the points and/or breaklines used to create the Existing surface.
  5. Issue the SiteNet --> Boundary Polyline --> Set Boundary Polyline routine (Draw --> Shrink Wrap Entities makes a fast boundary polyline).
  6. Issue the SiteNet --> Make Existing Ground Surface command.
  7. Issue the SiteNet --> Make Design Surface command.
  8. Issue the SiteNet --> Calculate Total Volumes command and enable the Balance Cut/Fill toggle. The subsequent report should provide an estimated vertical change required for the design model (e.g. the subgrade lines) to balance with the original model.
  9. Adjust the elevations of the design profile(s) of the road network.
Iterate to a solution by subsequently following steps 2, 7, 8 and 9.

no subgrade polylines

i did what you said but get no subgrade polygons?
so i need to specify them in the design template? this will take care of the road surface but wont take into account the cut and fill slopes volume? (appears this way because of the diagram in the help file under design template)

am i missing something here?
