Roadnet/Lotnet/Sitenet Lot Elevation Error

I am doing my first design going from roadnet to lotnet to sitenet for a subdivision design. When I get to the final step to create my proposed contours, I am getting the following error "Error: no reference polylines found for id to elevate lots."

Please let me know what steps I am missing.

in roadnet you have elevate lots checked on. when it tries to elevate the lots it works off of a line that you set the id for in the elevate lots settings and it's not finding that line by the id you have set.
