Ladel Station - Offset under Centerline

I am having a problem trying to label the elevations from a Road Network under Vertical Reference. I have a valid Road Network file (at least it seems to be as I can view it in 3D viewer, contour it, etc.). I feel that if I didn't the label would at least show as 0.00 or ### to the like. I get no label whatsoever.

My cl, pro and tpl files are all valid as I have been using them in the field and have been checked many times. I used those files to create a road network file. Is there something I may be missing here?

FYI, if I use Profile as my vertical reference selection, I get a proper grade label using my pro file.
