Subgrade Calculation

How does Carlson handle the reporting of subgrades when using .sct files that contain subgrade information? When calculating the cut/fill from original ground will Carlson calculate to the subgrade?

Also, when using templates with subgrades will the Road Network report calculate to the subgrade or finished grade?
