Screen Picking points - view rotation

I'm doing the layout for some gas piping in a landfill. I created a crd file for the points and am picking points and want them readable to my screen but when i do put them in, they're staying rotated to 0 or east. What setting has been turned on or off. I need to know this ASAP. like i said i did this last week (and a number of times before this) and it worked fine.
