Annotative Text Help

Hello,

I'm working on a field to finish survey CAD drawing where we process in all it entirity.
We work in microstation with geopak processing our data but our client needed it in AutoCAD dwg format rather than dgn.

We were supplied a seed file from the Client. I reference in the dgn and merge it into the dwg. How do I make the text annotative for existing text that isn't set as annotative and then drawn?
I work with Carlson Survey using IntelliCAD. How do I make all the reference and merged text annotative for the client? Thanks!
